1   总 则
1 General

1.1 本招标文件适用于伊拉克鲁迈拉730MW联合循环机组工程控制电缆,它提出了该设备的功能设计、结构、性能、安装和试验等方面的技术要求。
The Bidding Documents are applicable to the Control & Instrumentation Cable of the AL-Rumailah Combined Cycle 730 MW Power Plant Project and they specify the technical requirements for the functional design, structure, performance, installation and test of the equipment.

1.2本技术规范书提出了最低限度的技术要求,并未规定所有的技术要求和适用的标准,投标方应提供一套满足本技术规范书所列标准要求的高质量产品及其相应服务。对高厂变及其配套设备安装地点所在国家有关安全、环保等强制性标准,必须满足其要求。
The Technical Specification specifies only the minimum technical requirements, not all technical requirements and applicable standards. So, the Bidder shall provide one set of high-quality products and corresponding services as required by the standards listed in the Technical Specification. The requirements of the mandatory safety and environmental protection standards of the country where the UAT and the support equipment thereof are installed must be met.

1.3 招标方在本招标文件中提出了最低限度的技术要求,并未规定所有的技术要求和适用的标准,投标方应提供满足本招标文件和所列标准要求的高质量产品及其相应服务。
The Tenderer specifies the minimum technical requirements in the Technical Specification instead of all technical requirements and applicable standards. The Bidder shall provide one set of high-quality products and corresponding services as required by the Bidding Documents and the standards listed.

如果投标方没有以书面对本招标书的条文提出异议,那么招标方可以认为投标方提供的产品应完全符合本招标书的要求。如有异议,不管是多么微小,都应在差异表中提出。
If the Bidder has no objection to the provisions of the Bidding Documents in written form, the Tenderer may consider that the products from the Bidder should completely comply with the requirements of the Bidding Documents. In case of any objection, no matter how small it is, it shall be presented in the list of deviations.

1.4 从签订合同之后至投标方开始制造之日的这段时期内,招标方有权提出因规程、规范和标准发生变化而产生的一些补充修改要求,投标方应遵守这些要求,并不发生合同价格的变更。
During the period from the signing of the contract to the commencement of manufacturing by the Bidder, the Tenderer has the right to present some supplement and amendment requirements due to the changes of procedures, specifications and standards, and the Bidder shall observe such requirements without changing the contract price.

1.5 本技术规范书所引用的标准若与投标方所执行的标准发生矛盾时,按较高的标准执行。
In case of contradictions between the reference standards of the Technical Specification and the executive standards of the Bidder, the higher standards shall prevail.

1.6 投标方对成套系统设备(含辅助系统与设备)负有全责,即包括分包(或采购)的产品。分包(或采购)的产品制造商应事先征得招标方的认可,未经过招标方确认的分包商不得提供本工程的任何设备。对于投标方配套的控制装置、仪表设备,投标方提供其供货范围内设备与第三方设备的(如DCS控制系统)的接口,提供相关硬件和图纸文件配合,直至接口安装调试完毕。
The Bidder shall take full responsibility for the complete set of systems and equipment (including auxiliary systems and equipment), including subcontracted (or purchased) products. The manufacturers of the subcontracted (or purchased) products shall be accepted by the Tenderer in advance. The subcontractors not confirmed by the Tenderer shall not provide equipment for the Project. For the support control devices and instruments provided by the Bidder, the Bidder shall provide the interfaces between the equipment within the scope of supply and the third-party equipment (such as DCS control system) and provide associated hardware and coordination drawings until the interface installation and commissioning is over.

1.7 投标方投标文件经技术澄清双方达成一致的内容与本技术规范书具有同等约束力,并作为订货合同的一部分具有同等法律效力。在协议签订后,各方按时交换资料,满足接口要求,满足各方设计和制造进度的要求。压力容器出厂时提供投标方当地技术监督部门合格证。
The contents of the bid documents of the Bidder that are agreed by both parties through technical clarification shall have the same binding effect as the Technical Specification, and as a part of the order contract, they have the same legal effect as the order contract. After signing the agreement, each party shall exchange materials on time to meet the interface requirements and each party’s requirements for design and manufacturing progress. Pressure vessels shall be delivered with the certificate of conformity issued by the technical supervision department of the place where the Bidder is located.

1.8 本工程采用标识编码采用电厂标识系统编码标准。投标方提供的技术资料(包括图纸)和设备标识应有标识编码,具体标识要求由设计院提出,在设计联络会上讨论确定。
The power plant identification system coding standard is adopted for the identification coding for the Project. There shall be identification codes on the technical materials (including drawings) and equipment identification provided by the Bidder. The project specific identification (KKS coding system) requirements shall be presented by Shandong Electric Power Engineering Consulting Institute Corp., Ltd. (SDEPCI) and shall be determined through discussion at the design liaison meeting.

本工程所有系统图中,图例符号需按照设计院提出的要求执行,具体标识要求由设计院提出,在设计联络会上讨论确定。
The legend symbols in all the system drawings of the Project shall meet the requirements of SDEPCI. The specific identification requirements shall be presented by SDEPCI and shall be determined through discussion at the design liaison meeting.

1.9 所有进口产品必须为原产地产品,并提供原产地证明、进出口报关单、当地商会证明。
All the imported products must be those from the place of origin and provided with certificate of origin, import & export customs declaration and certificate issued by local chamber of commerce.

设备采用的专利涉及到的全部费用均已包含在设备报价中,投标方保证招标方不承担有关设备专利的一切责任。
All expenses involved in the equipment patents have been included in the equipment offer. Therefore, the Bidder shall ensure that the Tenderer is exempted from any responsibility for equipment patent rights.

1.10 投标方的基本报价中应包含现场安装、调试、试运期间所需的易损坏部件及一年质保期运行备件并提供清单,同时投标方应提供3年运行备件(清单)作为选项报价。
The basic offer by the Bidder shall include the wearing parts required during field installation, commissioning and trial run and the spare operational parts required for one year warranty. Such parts shall be provided with the list, and the Bidder shall provide the spare parts (list) required for three years of operation as the optional offer.

1.11 设备色标由招标方统一要求。
The equipment color codes shall be subject to the requirements of the Tenderer.

1.12 投标方提供的资料数据单位全部采用国际单位制。
All the data of the materials provided by the Bidder shall be measured in SI unit.

1.13 本工程供电电压等级6.6kVAC,400VAC,230VAC,220VDC,110VDC。频率范围为47.5~52HZ。
The supply voltage levels of the Project are 6.6kVAC, 400VAC, 230VAC, 220VDC and 110VDC, and the range of frequency is 47.5~52HZ.

2 工程概况和场地条件

2.1 工程概况
Project overview

伊拉克鲁迈拉电厂位于伊拉克巴士拉省南部,巴士拉市以西约50km,距SHAT AL BASRA 河约25km,坐标(UTM)为( 30° 32′ 45.86″, 47° 24′54.42″)。电厂由韩国现代EPC建设,由伊拉克电力部(MOE)运营管理。电厂现有5台西门子制造的单循环燃机发电机组(Gas Turbine SGT5-PAC 4000F&Gas Generator SGen5-1000A),单机出力为293MW,本工程将现有单循环燃机系统改建成联合循环系统,其中1套为2台燃机(现有)+2台余热锅炉(新建)+1台汽轮发电机组(新建),出力约为288.15MW,另外1套为3台燃机(现有)+3台余热锅炉(新建)+1台汽轮发电机组(新建),出力约为420.75MW。
The AL-Rumailah Power Plant (hereinafter referred to as the Plant) is situated south of Basra, Iraq. It is about 50 km west of Basra City and about 25 km away from the SHAT AL BASRA River. The coordinate (UTM) of the Plant is (30° 32′ 45.86″, 47° 24′54.42″). The Plant is constructed by Hyundai in the EPC mode and is operated and managed by the Ministry of Electricity of Iraq (MOE). Currently, the Plant has five single cycle gas turbine generator units manufactured by Siemens (Gas Turbine SGT5-PAC 4000F&Gas Generator SGen5-1000A), each with an output of 293 MW. In the Project, the existing single cycle gas turbine system will be reconstructed into combined cycle systems: one set includes two gas turbines (existing) + two residual heat boilers (new) + one turbine generator unit (new) with an output of about 288.15 MW, and the other set includes three gas turbines (existing) + three residual heat boilers (new) + one turbine generator unit (new) with an output of about 420.75 MW.

电厂厂地为冲击平原已初步平整。场地基本地震烈度为8度(0.2g),按照9度设防。土壤承载力特征值约为300kPa,探明地下含水层在7~8米,地下水和土壤有腐蚀性。
The Plant site is a flood plain which has been preliminarily leveled. The basic seismic intensity of the site is Degree 8 (0.2g), seismic fortification as Degree 9.The characteristic value of bearing capacity of soil is 300 kPa, and the proven underground aquifer is at 7~8 meters. The underground water and the soil are corrosive.

3   标准及规范
Standards and Specifications

3.1合同设备包括投标方及其下级供货商的所有附件和设备,全部设备应符合相应的标准规范或法规的最新版本或其修正本的要求, 除非另有特别说明,将包括在投标期内有效的任何修正和补充。
The contract equipment shall include all the accessories and equipment of the Bidder and the sub-suppliers and shall comply with the requirements of the latest edition or revision of relevant standards, specifications or regulations. Unless otherwise specified, latest edition or revision shall incorporate any valid correction and supplement within the bidding period.

3.2除非合同另有规定,均须遵守最新的中国国家标准(GB)和国际电工委员会(IEC)标准以及国际单位制(SI)标准。如采用合资或合作产品,还应遵守伊拉克国家标准,当上述标准不一致时按高标准执行。
Unless otherwise specified in the contract, the latest Chinese national standards (GB), International Electrotechnical Commission (IEC) standards, and International System of Units (SI) standards shall be observed. If joint products or collaborative products are adopted, the Iraqi national standards shall also be observed. In case of contradictions among such standards, the higher one(s) shall prevail.

所有螺栓、双头螺栓、螺纹、管螺纹、螺栓夹及螺母均应遵守国际标准化组织(ISO)和国际单位制(SI)的标准。
All bolts, studs, threads, pipe threads, bolt clips and nuts shall comply with the standards of the International Organization for Standardization (ISO) and the International System of Units (SI).

The bidder should also comply with other power industry standards which were not listed in this specification.

以上所列国家标准,投标方在技术协议签订后提供相应的英文版本。
For the China Standards mentioned above, bidder shall provide the corresponding English version after signing the technical speicification.

3.4 当标准、规范之间出现矛盾时,投标方应将矛盾情况提交用户,以便在开始生产前制定解决方案。
The Bidder shall submit the contradictions among the standards and specifications (if any) to the user so that a solution can be made before the commencement of manufacturing.

4技术条件
Technical Specifications

4.1电缆(控制电缆、计算机电缆及热电偶补偿电缆)
Cable (control cable, Instrument cable and thermocouple compensating cable)

阻燃控制电缆、阻燃控制屏蔽电缆、阻燃计算机电缆、阻燃计算机屏蔽电缆的性能应符合GB12666.5标准(C类阻燃性能)要求。成品电缆芯线间,芯线与屏蔽间应经受交流50HZ,电压3kV,5min交流耐压试验,并应通过IEC60332-3《电线电缆成束燃烧试验》的要求。电缆不应有抽芯和接头现象发生,电缆导体材质的电阻率、绝缘电阻、绝缘厚度以及屏蔽等各项性能应符合最新的国家标准。
The performance of flame retardant control cables, flame retardant control shielded cables, flame retardant instrument cables and flame retardant instrument shielded cables should meet the requirements of GB12666.5 (Class C flame retardant performance). The core and shield of finished cables shall undergo AC withstand voltage tests of 50HZ, 3kV and 5min, and shall pass the requirements of IEC60332-3 " Combustion test for mounted bunched wired or cables ". Cables should not have core pulling and joint. The resistivity, insulation resistance, insulation thickness and shielding properties of cable conductors should meet the latest national standards.

4.1.1运行温度及安装要求
Operating Temperature and Installation Requirements

电缆最高工作环境温度:+105℃(耐高温电缆+260℃),最低环境温度:-40℃。导体的最高持续运行温度为90℃。投标方提供的电缆应满足以上电缆运行温度,否则应无条件退换货。
The highest working environment temperature of the cable is +105℃ (+260℃ for High Temperature Resistant Cable) and the lowest working environment temperature is -40℃. The maximum continuous operating temperature of the conductor is 90℃. The cable provided by the bidder shall meet the above requirements of operating temperature otherwise the calbes shall be returned and exchanged unconditionally.

投标方提供的电缆应能适用于户内和户外安装:空气中明敷,电缆托架内,导管内,地下混凝土钢管或塑料管排管内,地下沟道和直埋。尤其在电缆桥架、竖井和电缆沟中敷设时应能经受住标准规定的弯曲半径下,敷设时作用于电缆的拉力和侧压力。
The cable provided by the bidder shall be suitable for indoor and outdoor installation: open laying in air, cable tray, conduit, underground concrete steel pipe or plastic pipe row, underground cable trench and direct burial. Especially when laying in cable tray, shaft and cable trench, it should be able to withstand the tension and lateral pressure acting on the cable when laying under the standard bending radius.

4.1.2电缆结构

所有控制电缆、计算机电缆、补偿电缆和电源电缆线芯材质均为铜导体,计算机电缆线芯采用7股铜导体绞合结构(满足GB/T 3956-2008或IEC 60228:2004要求),其余电缆采用单股铜芯结构,所有电缆均为C级阻燃,投标方提供的有电缆的阻燃特性至少应符合IEC60332-3C类电缆要求。耐火电缆要求为A级,即耐火试验供火温度为950~1000℃,作用时间1.5h。电缆屏蔽层选用铜丝编织(铜丝编织密度不小于80%),计算机电缆采用分屏加总屏,控制电缆采用总屏。每根电缆的每一芯导线中间没有接头,所有电缆具有较好的电气性能,机械物理性能以及不延燃性,所有性能及线径误差满足有关国家规范和标准。
All I&C control cables, instrument cables, compensating cables and power cable cores are made of copper,the cable cores of instrument cables are 7-strands twisted copper conductor and the cable cores of other cables are single-strand copper cores, all calbes are class C flame retardants. The flame retardant properties of cables provided by bidders shall at least meet the requirements of IEC60332-3C cables. The requirement of fire-resistant cable is grade A, that is, the temperature of fire supply in refractory test is 950 ~ 1000℃, and the working time is 1.5h. The shielding layer of the cable is braided with copper wire (the braided density of copper wire is not less than 80%). The cable shielding layer of instrument cable adopts the structure of total shielding layer and branched shielding layers, and the control cable adopts total shielding layer. There is no joint in the middle of each core conductor of each cable. All cables have good electrical properties, mechanical and physical properties and non-flammability. All performance and line diameter errors of cables should meet relevant  national standards.

4.1.3电缆导体(缆芯)

所有导体除热电偶补偿导线外应按照IEC 60228规定。热电偶补偿线导线为实心,导体材料按ANSI MC96.1。 投标方应提供导体护层等措施以保证导体能干净地剥离绝缘层或导体屏蔽层。
All conductors except thermocouple compensating conductors shall comply with IEC 60228. The conductor of thermocouple compensating calbe is solid, and the conductor material shall comply with ANSI MC96.1. Measures such as conductor shield should be provided to ensure that conductors can peel off the insulating layer or conductor shielding layer cleanly.

4.1.4绝缘和衬垫(内部覆盖和填充)
Insulation and gaskets (internal coverage and filling)

阻燃电缆的绝缘应为高质量、不延燃。多芯电缆应有衬垫,衬垫采用耐高温材料。
Insulation of flame-retardant cable should be high-quality, non-flame spread.Multi-core cables should have gaskets that adopt high temperature resistant materials.

电缆参数要求

1、控制电缆
Control cable

交流额定电压:Uo/U 450/750V,耐压试验3000V,5分钟完好;

工作温度:不高于+105℃。(耐高温电缆不高于+260℃);

最低环境温度:-28℃;

屏蔽控制电缆的屏蔽抑制系数≤0.05;

绝缘电阻:在20℃下不低于105MΩ∙m;

导体线芯直流电阻(20℃)符合 GB 3956/IEC 60228规定;

铜芯导体线芯1.5mm2;

外护套为灰色;

无铠装电缆允许弯曲半径不小于电缆外径的6倍, 铠装电缆允许弯曲半径不小于电缆外径的12倍。AC rated voltage: Uo/U 450/750V, intact withstand voltage test 3000V for 5 minutes;

Working temperature: not higher than + 105℃. (High temperature resistant cable is not higher than + 260℃);

Minimum ambient temperature: - 28℃;

The shielding suppression coefficient of shielding control cable is less than 0.05.

Insulation resistance: not less than 105MΩ∙m at 20℃;

The DC resistance of conductor core (20℃) conforms to GB3956/IEC60228.

Copper conductor core adopts 1.5mm2;

The color for Control and instrument cables will be gray.

The allowable bending radius of unarmoured cables is not less than 6 times of the outer diameter of cables, and the allowable bending radius of armoured cables is not less than 12 times of the outer diameter of cables.

2、计算机屏蔽(仪表)电缆
Instrument shielded cable

模拟量信号的电缆为对绞分屏加总屏计算机电缆,用于热电阻的电缆均为三芯绞分屏加总屏计算机电缆;同样适用于单对对绞电缆。

交流额定电压:Uo/U 300/500V,耐压试验2000V,1分钟完好。

屏蔽抑制系数≤0.01

电缆工作温度:不高于+100℃(耐高温电缆不高于+260℃);

最低环境温度:-28℃;

绝缘电阻:在20℃下不低于1x103MΩ∙km;

工作电容:低于 90 PF/m;

电容不平衡:低于 1 PF/m;

铜芯导体线芯1.0mm2;

无铠装电缆允许弯曲半径不小于电缆外径的6倍,铠装电缆允许弯曲半径不小于电缆外径的12倍;

每对绞或三芯绞应附有铜或铝Mylar屏蔽和镀锡绞合裸铜屏蔽线。单对屏蔽和屏蔽线与相邻对之间应绝缘;

每对绞或三芯绞应采用50mm左右的绞距绞合;

外护套为灰色。

Analog signal cables are pair-twisted sub shielding and total shielding instrument cables, and the cables used for thermal resistance are three-core pair-twisted sub shielding and total shielding instrument cables.

Capacitance imbalance: less than 1 PF/m.

The copper core conductor core is 1.0mm2.

The allowable bending radius of unarmed cables is not less than 6 times of the outer diameter of cables, and the allowable bending radius of armoured cables is not less than 12 times of the outer diameter of cables.

Copper or aluminium Mylar shielding and tin-plated intertwisted bare copper shielding wires shall be attached to each pair of strands or three-core strands. The shielding and shielding wires of each pair should be insulated from that of adjacent pairs.

Each pair of strands or three-core strands shall be twisted with interval of about 50 mm.

The cable outer sheath is gray.

3、热电偶补偿电缆
Thermocouple compensating cable

用于热电偶信号的电缆均为对绞分屏加总屏补偿电缆。热电偶补偿电缆应采用密封绝缘和护套的工艺结构,应具有优良的防潮、防腐等性能,测量精度应满足国家或国际有关标准要求。

电缆工作温度:不高于+70℃;耐高温补偿电缆工作温度:不高于+200℃;

最低环境温度:-28℃;

绝缘电阻:在20℃下不低于25MΩ∙km

工作电容:低于80 PF/m;

电容不平衡:低于1 PF/m;

分布电感:低于 0.6 μH/m;

静电感应电压(静电电压20KV):低于10 mV;

电磁干扰感应电压(50HZ,400A/m):低于5 mV;

无铠装电缆允许弯曲半径不小于电缆外径的6倍,铠装电缆允许弯曲半径不小于电缆外径的12倍;

电缆额定电压300V;

热电偶补偿线芯线材料应按照ANSI MC96. 1使用所要求的热电偶材料;

着色应按照ANSI MC96.1规定。

The cables used for thermocouple signals are pair-twisted sub shielding and total shielding compensation cables. Thermocouple compensating cables should adopt structure of sealed insulation and sheath. The calbe should have excellent moisture-proof and anti-corrosion properties. The measurement accuracy should meet the requirements of relevant national or international standards.

The working temperature of the cable is not higher than +70℃, and the working temperature of the high temperature compensating cable is not higher than + 200℃.

Minimum ambient temperature: - 28℃.

Insulation resistance: not less than 25MΩ∙km at 20℃.

Working capacitance: less than 80 PF/m.

Capacitance imbalance: less than 1 PF/m.

Distributed inductance: less than 0.6 uH/m.

Electrostatic induction voltage (electrostatic voltage 20KV): less than 10 mV.

Electromagnetic interference induced voltage (50HZ, 400A/m): less than 5 mV.

The allowable bending radius of unarmed cables is not less than 6 times of the outer diameter of cables, and the allowable bending radius of armoured cables is not less than 12 times of the outer diameter of cables.

The rated voltage of cable is 300V.

Thermocouple compensation cores and wires shall use the required thermocouple materials in accordance with ANSI  MC96.1.

Coloring shall be in accordance with ANSI  MC96.1.

Because the cable models of various cable manufacturers are not the same, the meaning of the cable models (or codes) of this project is as follows:

4.2.1普通控制电缆:
For control cable

常规场合使用:ZC-KVVP(22)-0.45/0.75-N×1.5,2.5

N--电缆芯数=4,7,10,14,19,24

4.3其它要求
Other requirements

4.3.1电缆外护套表面每隔1米左右应有一个电缆生产厂家、型号规格、长度等标记,长度累计数码标记应每隔1米打一个数码。标记应清晰、耐摩擦并具有连续性。电缆端头应封堵严密。
The surface of cable sheath should be marked by a cable manufacturer, model specifications, length and so on every 1 meter or so. The accumulated length code should be marked by a number every 1 meters. Marking should be clear, friction resistant and continuous. Cable end should be sealed tightly.

4.3.2电缆线芯应以数字来识别,识别标志应清晰、耐摩擦并具有连续性,应符合GB/T6995标准规定。控制电缆绝缘线芯采用数字1、2、3……编码区分。控制电缆芯线绝缘统一采用黑色,编码为白色。
Cable cores should be identified by numbers. The identification marks should be clear, friction-resistant and continuous. They should conform to GB/T6995 standard. The control cable insulated wiring core adopts coding partition by digital 1,2,3…. The insulation of control cable core is uniformly black, and the core code is white.

4.3.3电缆不圆度
Cable out-of-roundness

电缆不圆度不应大于10%。
Cable out-of-roundness should not exceed 10%。

4.3.4电缆盘
Cable reel

电缆盘应采用铁木结构,电缆盘应能承受在运输、现场搬运中可能遭受的外力作用。应能在任何气象条件下在户外至少储存5年期间可能遭受的外力作用。并且电缆盘应能承受在安装或处理电缆时所可能遭受的外力作用不会损伤电缆及盘体。电缆盘桶体最小直径应符合电缆最小弯曲半径。每盘电缆的端头应采用密封头密封。

电缆装盘每盘必须是一根完整的电缆,配盘参照设计院最终电缆清册,由招标方、投标方在联络会确定。避免施工过程中出现电缆接头。

同一盘电缆中,不应有不同型号的电缆混装。

每盘电缆长度计量误差不超过±0.5%。

电缆盘外侧各项标记如电缆型号、规格、每段长度等应准确清晰。

电缆包装运输应按国标或国际要求执行。

Cable reel shall be made of iron and wood, and cable reel shall be able to withstand the external force that may be suffered during transportation and on-site handling. It should be able to store outdoors for at least five years under any weather conditions the external forces it may suffer. And the cable reel should be able to withstand the external force that may be suffered when installing or handling the cable without damaging the cable and the reel body. The minimum diameter of the cable reel barrel body shall conform to the minimum bending radius of the cable. The end of each cable shall be sealed with a sealing head.

The cable installed on each cable reel must be a complete cable. The cable configuration refers to the final cable list supplied by the Design Institute and is determined by the tenderer and bidder at the liaison meeting. Avoid cable joints during construction.

In the same cable reel, mixing different types of cables is not allowed.

The length measurement error of each cable does not exceed ±0.5%.

The markings on the outer side of cable reel, such as cable type, specification and length of each section, should be accurate and clear.

Cable packaging and transportation shall be carried out in accordance with the requirements of the national or international standard.

4.3.5电缆的导体及导线表面均应光洁,不得有任何缺损。电缆应防潮(湿)、防油、防酸。铠装电缆的铠装应为连续的密封的镀锌钢带,铠装的故障电流额定值应与芯线导体相同。
The conductor of the cable and the surface of the conductor shall be smooth and clean without any defect. The cable should be damp-proof (wet), oil-proof and acid-proof. The armour of armoured cables shall be continuous and sealed galvanized steel strips. The rated fault current of armour shall be the same as that of core conductors.

5包装、运输要求及铭牌
5Package, transport requirements and nameplate

5.1  投标方交付的所有货物应具有符合国家进出口商品检验局和本合同技术规范书规定的适合长途海运、多次搬运和装卸的坚固包装和包装储运标志。 包装应保证在运输、装卸过程中完好无损,并有减振、防冲击的措施。 若包装无法防止运输、装卸过程中垂直、水平加速度引起的设备损坏,投标方要在设备的设计结构上予以解决。 包装应按设备特点,按需要分别加上防潮、防霉、防锈、防腐蚀的保护措施,以保证货物在没有任何损坏和腐蚀的情况下安全抵达合同设备安装现场。 产品包装前,投标方应按部套进行检查清理,不留异物,并保证零部件齐全。 
All the goods delivered by the Bidder shall have solid packaging suitable for long-distance sea transportation, multiple transportation and handling and packaging storage and transportation signs in accordance with China National Import& Export Commodity Inspection Bureau and the Specification. The package shall be undamaged and in good condition in transport, loading, and unloading process with vibration reduction and striking resistant measures. To the extent that the packaging cannot prevent the equipment from being damaged due to vertical and horizontal acceleration in transport, loading, and unloading process, the Bidder shall consider structure design of the equipment. Moisture, mildew and corrosion protection measures shall be taken respectively as required according to the features of equipment, to guarantee the goods can be safely transported to the installation site of contract equipment without any damage and corrosion. Prior to packaging, the Bidder shall inspect and clean the products by sets to guarantee the products are free from foreign matters and the parts are complete.

5.2  投标方须遵守招标方《包装、防护和标识》程序的要求。 包装箱上应有明显的包装储运图示标志,并应标明招标方的订货号和发货号。 每件包装箱内,应附有包括名称、数量、图号的详细装箱单、合格证(中英文)。 外购件包装箱内应有产品出厂质量合格证明书、技术说明各一份(中英文)。 格式应以招标方提供的为主。 
The Bidder shall meet the requirements in Packaging, Protection and Identification procedure of the Tenderer. The packaging box shall have obvious packaging and transportation image marks with order No. of the Tenderer and delivery number. detailed packing list including name, quantity and drawing number as well as Chinese-English description shall be included in each package. For purchased parts, one copy of Chinese-English factory quality certificate and technical specification of product shall be included in the package. The format shall conform the requirements from the Tenderer.

5.3  电缆在运输过程中,内部结构相互位置不变,紧固件不松动,并要求能承受3g的运输水平加速度。 
During the transportation of LV power cable, mutual position of internal structures shall not change and the fastener shall not loose. Which is able to bear 3g horizontal acceleration from transportation.

5.4  运输时低压电力电缆的所有组件、部件及备品备件、专用工具等不丢失、不损坏、不受潮和不腐蚀。
There is no loss, damage, damp or corrosion in all components, parts, spare parts, special tools and so on.

5.6 随产品提供的技术资料应完整无缺。
echnical data along with the product shall be complete and intact.

5.7凡由于投标方对货物的包装与标记或其提交的文件不符合出口设备的有关规定,导致招标方不能及时取得报关等出口许可而使船运/空运计划延误,应由投标方承担相应的责任。 
The Bidder shall assume the responsibilities if the goods package and marks or the documents provided by the Bidder fail to meet relevant provisions about exported equipment and this makes that the Tenderer can’t obtain export license including custom clearance and delay the shipping/air transportation plan.

5.8投标方所提供的货物和文件及其包装需运送至外国境内的,投标方应保证货物和文件及其包装符合当地海关、进口检验检疫的相关要求。
If the Bidder shall transport the goods, documents and packages outside China, the Bidder shall guarantee that goods, documents and packages conform to relevant requirements from local customs and import inspection and quarantine.

5.9 设备标志
Equipment signs
1)各部套均有固定铭牌。 铭牌不易损坏,铭牌上层标明型号、容量、制造厂名、出厂年月等重要参数。
